Toner will serve as a Guest Speaker at the University of Liberia (UL) 104th Commencement Convocation. The UL 104th convocation ceremonies are due to commence on 16 September 2024 on the Fendall campus in Louisiana, Montserrado County. The 104th Commencement Convocation comes with memorable events celebrating the achievement of the graduating class and the institution’s progress. The Administration of the University of Liberia has expressed excitement over Amb. Toner\u2019s acceptance to serve as a Guest Speaker during the ceremonies.Ambassador Toner\u2019s presence emphasizes the strong relationship between Liberia and the United States, as well as his dedication to education and development in Liberia. The career U.S. Diplomat arrived in Monrovia on August 2, 2024. He is a member of the U.S. Senior Foreign Service and has most recently served as the Acting Assistant Secretary for the Bureau of Global Public Affairs. Before that, he was Minister Counsellor for Public Diplomacy at the U.S. Embassy, in Paris, France.Previously, Ambassador Toner was the Department of State\u2019s Senior Advisor for the Commission on Security and Cooperation in Europe, Washington, DC. He also served as the State Department\u2019s Deputy Spokesperson and Acting Spokesperson under three successive Secretaries of State and as a Deputy Assistant Secretary in the State Department\u2019s Bureau of European and Eurasian Affairs. Among Ambassador Toner\u2019s previous assignments, he served as a Spokesperson for the U.S. Mission to NATO; as Senior Watch Officer in the Department of State\u2019s Emergency Operations Center; and as a Pearson Fellow on the Senate Foreign Relations Committee. Before joining the Foreign Service, he spent three years as a Peace Corps Volunteer in Liberia, West Africa. Ambassador Toner earned his B.A. degree from the University of Notre Dame and his M.A. degree from the Industrial College of the Armed Forces in Washington, D.C.
