{"id":27817,"date":"2026-09-11T15:55:15","date_gmt":"2026-09-11T15:55:15","guid":{"rendered":"https:\/\/ul.edu.lr\/new\/?p=27817"},"modified":"2026-09-11T15:55:19","modified_gmt":"2026-09-11T15:55:19","slug":"eu-funded-30m-safish-project-presented-to-ul-for-potential-collaboration","status":"publish","type":"post","link":"https:\/\/ul.edu.lr\/new\/eu-funded-30m-safish-project-presented-to-ul-for-potential-collaboration\/","title":{"rendered":"EU-funded $30m SAFish Project Presented to UL for Potential Collaboration"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Fendall, Louisiana, Liberia (September 10, 2026) \u2013 The European Union-funded<\/strong> Strengthening Artisanal Fish (SAFish) Value Chain project, a $30 million initiative, has been presented to the University of Liberia\u2019s Department of Fishery and Aquaculture Sciences (DoFAS) for a potential collaboration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project was presented to the university administration, faculty, and students on Tuesday, September 8, at DoFAS\u2019 academic building in Fendall, in hopes of birthing a potential long-term collaboration throughout the lifespan of the 60-month project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through possible collaboration, the project could enhance curriculum development, support some research ideas, expose interested students to knowledge, expertise, innovations, and skills in accessing promising new jobs associated with the blue economy, and improve the university\u2019s academic and skills-based projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partners of the project, which runs from July 2026 through June 2031, include Liberia\u2019s National Fishery and Aquaculture Authority (NaFAA) and others. Its beneficiaries are fishers and their families, women and youth in fishing communities, micro-enterprises, Liberia Artisanal Fishing Association (LAFA), and Village Savings and Loans Associations (VSLA), among others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its contracted partners are Environmental Justice Foundation (EJF) and Fishery Transparency Initiative (FiTI), which get funding from the German government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Outlined in SAFish\u2019s problem analysis are stock overfishing and over-exploitation of five of the eight commercial key species in Liberia, lack of a solid frame survey and fish monitoring, post-harvest loses fish product quality, and fishing post-facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem analysis also includes fishery governance, law enforcement, fighting Illegal, Unreported, and Unregulated (IUU) fishing, capacity at local levels, VSLA, and NaFAA decentralizing set of needed skills at community level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">University of Liberia President Dr. Layli Maparyan said the program is an exciting initiative, declaring her unwavering support for the multi-donor action project, including in this big collaboration the university\u2019s Department of Fisheries and Aquaculture Sciences.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img title=\"EU-funded $30m SAFish Project Presented to UL for Potential Collaboration | University of Liberia\" fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/President-Laylia-1024x768.jpeg\" alt=\"President Laylia\" class=\"wp-image-27818\" srcset=\"https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/President-Laylia-1024x768.jpeg 1024w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/President-Laylia-300x225.jpeg 300w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/President-Laylia-768x576.jpeg 768w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/President-Laylia.jpeg 1080w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd I think that it is the fruit of many years of hard labor at building up this department and this program here. It&#8217;s relatively new, but it&#8217;s getting off to an amazing start,\u201d Dr. Maparyan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She considered the collaboration and the invitation extended to her a sign of trust and belief and a promise of what the university is growing, and the importance of the work being done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She applauded the University of Liberia Vice President for Academic Affairs and Provost Dr. Agnes Reeves Taylor for being the mastermind behind all these academic programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Presenting the project to the university, Dr. Stefan Groenewold, the EU-funded SAFish Project Manager, introduced the initiative as a multi-donor action project, citing the European Union as one of the biggest donors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Personally, Dr. Groenewold said he loves to work with universities, recalling his last seven years of intensive work with universities in Bangladesh, building up a program on fisheries, marine conservation, and blue economy development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd there, we worked very intensively together with universities because I see them as a kind of anchor, anchoring for sustainability, anchoring the knowledge and the kind of guarantee for knowledge that will be transferred to the future,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On top of raising awareness at the community level for all the marine topics, strengthening organizations, and improving financial services, Dr. Groenewold said the project further seeks to support universities in the educational sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to him, details will be developed very soon about curriculum development and supporting some research ideas, among others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, we have a scholarship program, by the way, but this scholarship program, as you can see, is responsible for that, but we do that, we say, in harmony,\u201d said Dr. Groenewold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Groenewold said he thinks the project is a deed of relevance for DoFAS, the university, the government, for technical and vocational education and training (TVET) colleges, and for other institutions involved with fishery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Better access to financial and non-financial services is another issue that he said the SAFish project seeks to address. Dr. Groenewold said small entrepreneurs have very good ideas, but they don&#8217;t get any capital or access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur fishermen associations have good ideas, innovative ideas, but also lack finance. So, we would come in there and would really like to establish these services, especially at the county level,\u201d he disclosed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU project official revealed that one of SAFish\u2019s objectives will be to reduce the fishing pressure or over-exploitation of five of the eight commercial species that are over-fished in Liberia, and at the same time still use them as the main commercial species.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Groenewold expressed a wish to produce a kind of fish market guide where not only the eight over-fished commercial species can be located, but maybe 20 to 30 potentially economically important species can be found.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img title=\"EU-funded $30m SAFish Project Presented to UL for Potential Collaboration | University of Liberia\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/Dr.-Groenewold-1024x768.jpeg\" alt=\"Dr. Groenewold\" class=\"wp-image-27819\" srcset=\"https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/Dr.-Groenewold-1024x768.jpeg 1024w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/Dr.-Groenewold-300x225.jpeg 300w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/Dr.-Groenewold-768x576.jpeg 768w, https:\/\/ul.edu.lr\/new\/wp-content\/uploads\/2026\/09\/Dr.-Groenewold.jpeg 1080w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Citing his personal difficulty in getting fresh fish, especially where knowledge is lacking about the right markets or the landing ports, Dr. Groenewold said the project would increase the visibility of fishery governance and more Liberian products from small-scale fisheries in the supermarkets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would like to see really more products, more Liberian products, more products from small-scale fisheries, also in the supermarkets, whether deep frozen or not, or processed in another different way,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that the project aims to strengthen organizations including the Liberia Association of Small Scale Fishermen, and the Collaborative Management Associations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding subsidizing fisheries, Dr. Groenewold was, however, blunt that going into the future the EU is not going to use that as the best model because of past long periods where the EU was subsidizing fisheries very heavily because of political pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd that is definitely not the way to go in the future,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notwithstanding, Dr. Groenewold said there will be a focus on how to fight and reduce illegal, unreported, unregulated fishing \u2013 an initiative he said is across all of West Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He detailed that they have many similar projects in Namibia, Angola, South Africa, Madagascar, Tanzania, Kenya, and another which is a bit more focused on aquaculture in Malawi and Uganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for the Liberia project, he said it is the newest in this kind of row of projects that are co-funded by the European Union and the German government, jointly implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) and Expertise France.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Groenewold disclosed that they work along the entire coast in nine counties of Liberia to develop micro-enterprises, and also work with organizations like NaFAA, the collaborative management organizations (CMOs), or the village savings and loan associations, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Convincing the EU and the BMZ to spend so much money on this project, Dr. Groenewold said they had to talk about economic inclusion and unlocking the potential in small-scale fisheries. He recalled that in his time, whoever studied fishery science, it was all about fish, fishing gear, fishing methods, stock assessment, and modeling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nowadays, he thinks it&#8217;s completely different because you have to deepen your knowledge in economics and bioeconomic models and so many other aspects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He further said it&#8217;s about strengthening the blue economy, noting that because of this big promise that the blue economy came with, there were early concepts, always promising many new jobs, lots of innovations, and partially that came true.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile you said the European Union has a blue economy program that&#8217;s worth billions around the world, including themselves, of course, there&#8217;s a blue economy development in Europe,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Agnes Reeves Taylor, University of Liberia Vice President for Academic Affairs, said she was happy that the project has come to help the university improve its academic and skills-based projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said these types of programs are more important for the development of Liberia, adding: \u201cThank you for choosing the university to partner with.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Reeves-Taylor thanked the university faculty at DoFAS for the hard work that they continue to do, saying she looked forward to seeing students as the next generation that will take over and move things forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Alvin Jueseah, Chairman of DoFAS, pledged his department\u2019s commitment to support the project in whatever capacity is needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know that this is going to be a long collaboration throughout the lifespan of the project. And we are happy in whatever capacity you want the Department of Fisheries to be supportive.
